Customs and border agencies reference the declared value when setting the customs value of a shipment. The value of the shipment is considered in calculating tariffs or tax imposed on goods transported internationally.

Which Entity Files a Declaration of Value?

When shipping goods internationally, the importer of record, using reasonable care, must file the declared value with the U.S. Customs and Border Protection (CPB).

Imported goods cannot be cleared without a declared value defined for the shipment. The CPB’s Customs Modernization Act states it is the “responsibility of the importer of record to use ‘reasonable care’ to ‘enter,’ ‘classify,’ and ‘value’ the goods.”
According to CPB, Customs holds the responsibility for setting the final appraisement of cargo, which occurs after the importer of record has filed the declared value for the shipment.

If a customs broker is involved in the import process, they may be responsible for filing the declaration of value.

According to the U.S. Customers and Border Protection (CPB) Customs Modernization Act, goods entering the U.S. must be “classified” and their value must be determined.
